How progress is reported

Phases are goals, not guaranteed delivery dates. Progress should be labeled accurately as completed, active, proposed, paused, or awaiting verification.

PROJECT-WIDE RULE: Nothing under project control—tokens or funds—is released without at least two independent authorized signatures. This applies to every department and program. The actual multisig address, signer set, threshold, and operational status must be independently verified before being described as live.
